Synthetic drugs like fentanyl and methamphetamine now dominate illicit drug markets, fuelling addiction and overwhelming public health systems. Delegates must address the supply chains of chemical precursors, international trafficking routes, and cartel-driven violence. With synthetic production being cheaper and more concealable, global law enforcement faces a new frontier. The agenda explores the role of dark web commerce, corruption, and weak border controls. Delegates may debate harm reduction strategies like decriminalization, rehabilitation, and safe-use programs. Producer, transit, and consumer states must collaborate to dismantle transnational operations. A multidimensional, health-and-security-based approach is critical to any solution. The drug war has evolved — policy must follow.
